Role Purpose
•  To provide sourcing activity support to enable the British Council in China to effectively deliver its programs while achieving value for money and compliance through its

   procurement activity. 
•  To manage all procurement data (vendors, contracts, spend) and generate management information reports to support operational procurement processes. 
•  To deliver procurement general training to staff

Main opportunities/challenges
•  Build contract and supplier data base by having solid contract log, and approved I preferred vendor list
•  Implementing efficient procurement tools I procurement approach for smaller value purchases (under 50 000 GBP)
•  Ensure procurement general training is effectively delivered to procurement users


Main Accountabilities
Sourcing and bid support to Business

  • Finalise business procurement need by working with programme teams to build supplier specifications and forecast demand 
  • Identify suppliers from approved / preferred supplier list and request quotations and assess offer. 
  • Scout supplier for approved / preferred supplier list as needed. 
  • Recommend sourcing solutions to business.


Procurement data management

  • Create and maintain vendor and contract data in Vendor Management Portal, SAP, Intend. 
  • Maintain key procurement documents (contract log, approved / preferred vendor list) Run procurement data reports and provide data analysis.


Procurement communications and training management

  • Maintain procurement website and mailbox
  • Prepare general / regular procurement communication 
  • Ensure key procurement tool / approach are bilingual 
  • Working together with the global procurement and program team, set up a procurement general training package 
  • Deliver general training to procurement users in programme teams



  • Candidate must have the right to live and work in the country in which the role is based.
  • Undergraduate degree.
  • Fluency in written and spoken English (B2 level (APTIS, IEL TS6 or equivalent))
  • Fluency in written and spoken Chinese (C2 level (HSK 6, or equivalent))
  • Experience of performing and /or manage procurement activity 
  • Experience of managing data and performing basic analysis
  • Procurement of Marketing, Service, IT and contract management experience is preferrable.

This is an entry level procurement role, new university graduate could also be considered
The job will require occasional travel within China. It will also involve occasional weekend and evening work.
