Role Purpose:
This role is responsible for senior management of the Resources function and providing senior management support of the finance function, including deputising for Finance Manager.
On the Resources side the role will involve leading the resources team in providing business support services to British Council offices and operations across Kazakhstan. This includes budget management, facilities management and maintenance, security of premises and operations, procurement, and provision of IT, legal, logistics and other services as required. It also involves supporting UK staff in terms of their international assignment and determined by the IMT Policy on International Assignments.
On the finance side, the role will support the end-to-end accounting process in Kazakhstan, including month and year end close, and ensures consistent, accurate and robust financial accounting processes in line with accounting practices and corporate policies. This is a supporting role in the Financial Controlling and Accounting process, which is a key function in the new organisational structure emerging from the Financial Transparency recommendations.
The role will be responsible for line management, mentoring and on-the-job support for the Resources Coordinator and Driver posts in Kazakhstan.
Accountabilities, responsibilities and main duties: Financial control and compliance:
Resources Management: To administer or deliver a range of agreed resources services to internal customers while ensuring that British Council corporate and regional policies and standards are met and implemented:
Kazakhstan Leadership: Contribute to the formulation of policy for the identification and structuring of opportunities supporting the Country Delivery Plan and stakeholder objectives in Kazakhstan. To contribute to external environment risk analysis and management. Facilities: Oversee the provision of professional, cost-effective and quality services for maintenance of plant, buildings, equipment and assets ensuring its alignment with corporate requirements and local legislation. Manage specific projects and initiatives as required. Manage Health and Safety and Security of the premises. Liasing with landlords and service providers as required. IT Elevated User: Support Global IS by acting as their principal on-site point of contact to help diagnose the extent and nature of incidents and undertaking basic technical routines under Global IS guidance following the GTI Elevated User Handbook; work with GIS to identify and implement improvements to IT infrastructure; and manage external IT consultants when essential. Role Requirements:
Essential:

University degree qualification in finance, accounting or related field

Fluent written and spoken English (level C1)

Native Speaker in Russian and/or Kazakh
- Minimum of 1 year experience in a similar role
- Experience in working with a diverse team dispersed across the country
- Highly organised and deadline oriented
- High level of accuracy and attention to detail
Desirable
- Strong knowledge of SAP

Some work during unsocial / evening hours may be required, as well as travel around the Kazakhstan and Regional meetings.

The monthly Gross salary for this post is KZT 541,667 Gross.
