Role Purpose:

This role is responsible for senior management of the Resources function and providing senior management support of the finance function, including deputising for Finance Manager.

 

On the Resources side the role will involve leading the resources team in providing business support services to British Council offices and operations across Kazakhstan. This includes budget management, facilities management and maintenance, security of premises and operations, procurement, and provision of IT, legal, logistics and other services as required. It also involves supporting UK staff in terms of their international assignment and determined by the IMT Policy on International Assignments.

 

On the finance side, the role will support the end-to-end accounting process in Kazakhstan, including month and year end close, and ensures consistent, accurate and robust financial accounting processes in line with accounting practices and corporate policies. This is a supporting role in the Financial Controlling and Accounting process, which is a key function in the new organisational structure emerging from the Financial Transparency recommendations.

 

The role will be responsible for line management, mentoring and on-the-job support for the Resources Coordinator and Driver posts in Kazakhstan.

 

Accountabilities, responsibilities and main duties:

Financial control and compliance:

  • Support Financial Controller and Senior Accountant Complete all financial tasks required for the financial month end process. Being accountable to the Financial Controller and Senior Accountant for the pre-closing and month end closing steps, including maintenance of accounting records. As part of this the role will also support the carrying out all accounting transactions and adjustments (accruals, deferrals and provisions), including Intercompany accounting, ensuring appropriate use of these in line with accounting rules.
  • Assist with manual journals and off-system payment requests ensuring accuracy and compliance with relevant policies.
  • Assist with reconciliation of all relevant accounts and ensure that this is completed to corporate standards.
  • Ensure that local external accounting requirements are adhered to.
  • Support Senior Accountant with the preparation of local tax submissions and other statutory returns to Financial Controller and Senior Accountant for approval.
  • Contribute to consolidation of monthly FCCF returns by providing sufficient information on these areas of control.
  • Support in identifying issues and resolution in relation to financial accounting matters.
  • Support the Financial Controller & Senior Accountant with the creation of billing documents once the process has been initiated by the cluster / country operation.
  • Support the process of Income-in-Kind submissions including maintenance of supporting documentation. 
  • Support the provision of information to internal / external auditors.
  • Assist in the implementation of audit recommendations.
  • Ensure compliance with treasury policy.
  • Manage fixed assets registrar (FAR) and reconciliation.

Resources Management:

To administer or deliver a range of agreed resources services to internal customers while ensuring that British Council corporate and regional policies and standards are met and implemented:

  • Review and proof-read contracts before they go for signature.
  • Ensure British Council contract templates remain compliant with Kazakhstani laws and legislation.
  • Manage the recording, filing and storage of all contracts in accordance with corporate requirements.
  • Oversee and guide procurement exercises to ensure compliance with British Council policies
  • Support the Resources Coordinator in maintaining database of preferred supplier of goods of services including conducting periodic reviews of quality of services and competitiveness of prices.
  • Manage relationships with suppliers of essential services (i.e. travel, IT, logistics and legal) as required.
  • Manage premises contracts and agreements, including relationships with landlords
  • Country Focal Point for Information Governance, Security (inc. Business Continuity Plan and Incident Management Plan) & Environmental Framework.
  • Manage all international assignment requirements for UK staff, including visas, diplomatic cards, flights, baggage, accommodation (house hunting and contracting), medical, schooling for dependents (if applicable), car purchase and transport requirement.
  • Support the Resources Coordinator in ensuring British Council offices in Almaty and Nur-Sultan are equipped and resourced to meet operational requirements
  • Supporting Resources Coordinator with Information Management.
  • Managing the relationship with Corporate Services Team at the British Embassy, in particular where CST assistance and collaboration is needed.

Kazakhstan Leadership:

Contribute to the formulation of policy for the identification and structuring of opportunities supporting the Country Delivery Plan and stakeholder objectives in Kazakhstan. To contribute to external environment risk analysis and management.

Facilities:

Oversee the provision of professional, cost-effective and quality services for maintenance of plant, buildings, equipment and assets ensuring its alignment with corporate requirements and local legislation. Manage specific projects and initiatives as required. Manage Health and Safety and Security of the premises. Liasing with landlords and service providers as required.

IT Elevated User:

Support Global IS by acting as their principal on-site point of contact to help diagnose the extent and nature of incidents and undertaking basic technical routines under Global IS guidance following the GTI Elevated User Handbook; work with GIS to identify and implement improvements to IT infrastructure; and manage external IT consultants when essential.

Line Management:

Provide effective line management, mentoring and on-the-job support for the Resources Coordinator and Driver.

Regional and Functional Team Working:

  • Ensure Performance Management process is undertaken to meet corporate requirements.
  • Contribute to ensuring policies, procedures and systems are delivered with integrity.
  • Work closely and effectively as part of the regional and global finance teams.
  • Actively support equality and diversity and work to the British Council’s EDI policy at all times.

 

Role Requirements:

Essential:

  • University degree qualification in finance, accounting or related field

  • Fluent written and spoken English (level C1)

  • Native Speaker in Russian and/or Kazakh

  • Minimum of 1 year experience in a similar role
  • Experience in working with a diverse team dispersed across the country
  • Highly organised and deadline oriented
  • High level of accuracy and attention to detail

     

Desirable

  • Strong knowledge of SAP

 

Other Requirements:

  • Right to work in Kazakhstan

  • Some work during unsocial / evening hours may be required, as well as travel around the Kazakhstan and Regional meetings.

 

Benefits: 

The monthly Gross salary for this post is KZT 541,667 Gross.

 

Other benefits:

  • Indefinite contract.

  • Employees are entitled to the annual paid leave allowance of 24 (twenty-four) working days. Annual paid leave is earned pro rata from the date of appointment.

  • Medical Insurance after three months’ probation period.
